It is a good rule because they have been already told that they are not allowed to fish in that area. If they fish in that area they should pay $100,000.

I agree with you, while 100,000 dollars is a lot of money, these people know the rules and are consciously breaking them. If people over-fish then our oceans are going to become more and more depleted. Eventually there will be no fish left!
We have a responsibility to look after our environment and ensure that people are still able to fish in 100 years.
Have you ever been fishing before? If so, did you manage to catch anything?
